Assam Chief Minister Himanta Biswa Sarma laid the foundation stone for a large 3,200 MW ultra-supercritical thermal power plant in Chapar on Sunday, 20 September 2026. This project is built by the Adani Group to improve energy infrastructure in the Northeast. Adani Group director Jeet Adani and state officials attended the ceremony. The initiative is part of a power expansion programme for Assam valued at about ₹63,000 crore.
Construction of the Chapar thermal plant involves an investment of about ₹48,000 crore.
The facility will have four units of 800 MW each. Adani Power Limited won the project in October 2025. In November 2025, the Assam Power Distribution Company Limited issued the Letter of Award for a 25-year agreement. The facility will support up to 20,000 jobs during construction and employ about 5,000 individuals when operational. Jeet Adani stated that recruitment drives have engaged nearly 4,500 local youth. The state plans to commission the units in phases starting from December 2030.
Assam has historically relied on electricity imports to meet domestic demand.
Chief Minister Himanta Biswa Sarma stated the project aims to turn the state into a power-surplus energy hub. The government selected the Chapar site after the former Bodoland Territorial Council administration declined to provide land in Kokrajhar. Clearing the site involved the eviction of families following the clearance of alleged encroachments on over 3,500 bighas of land. Compensation of ₹50,000 was given to some of the approximately 2,500 families impacted by the process.
The wider power programme includes two pumped-storage projects with a combined capacity of 2,700 MW.
Adani Green Energy is leading this component valued at ₹15,000 crore. The ultra-supercritical technology aims to reduce coal consumption per unit, though the plant remains a fossil fuel asset. Project progress depends on meeting the 2030 commissioning deadline.
