Assam Chief Minister Himanta Biswa Sarma laid the foundation stone for a 3,200 MW thermal power plant in Dhubri district on 20 September 2026. Built by Adani Power Limited at Chapar, this infrastructure project involves an investment of approximately ₹48,000 crore to address the state growing energy deficit. Chief Minister Sarma performed the bhumi pujan for the facility, which will feature four 800 MW units. National outlets like The Hindu and Business Standard reported on the ceremony.
The facility will use ultra-supercritical coal-fired technology with the first unit scheduled for commissioning by December 2030. Full project capacity is expected around 2032 following a competitive bidding process held in October 2025 and a Letter of Award from the Assam Power Distribution Company Limited in November 2025. Adani Group Director Jeet Adani stated that 4,500 local youth have already been hired, with the construction phase requiring up to 25,000 workers and 5,000 permanent roles upon completion. This project is part of a larger ₹63,000 crore investment package that also includes two pumped-storage projects from Adani Green Energy.
Assam currently generates about 400 MW of power while peak demand has reached 3,240 MW. State demand is expanding by 9 percent annually with requirements expected to reach 5,800 MW by 2032. The Chapar facility aims to serve as a long-term baseload for households and industries, helping the state transition from import-dependent to surplus generation.
