Arunachal Pradesh Chief Minister Pema Khandu stated that the government will hold extensive consultations with affected communities if the Siang Upper Multi-Purpose Project moves forward beyond the feasibility stage.
The Arunachal Pradesh government wants the Preliminary Feasibility Report completed to decide whether the project can be technically developed. Chief Minister Pema Khandu explained that if experts determine the project cannot be built after the report, no further steps will be taken. The report is expected to take three months and will check if the structure is feasible in Seismic Zone V and what protection it offers against upstream water release.
Khandu noted that the project has wider strategic and security implications for India. He mentioned a large water infrastructure project announced by China in 2021 and said India and Bangladesh requests for details were not accepted by the Chinese side. He stressed that the proposed project needs scientific and technical examination rather than rejection without assessment.
The Chief Minister assured that the government will engage with Gram Panchayats and local communities if the project is found technically feasible. Social Impact Assessment, Environment Impact Assessment, and Detailed Project Report will precede any action. Khandu clarified that affected villages will be consulted regarding relocation choices and compensation rules will apply for land acquisition. He also promised to personally visit Siang to hear local concerns and questions.
