Arunachal Pradesh Chief Minister Pema Khandu stated that his government will hold extensive talks with affected communities if the Siang Upper Multi-Purpose Project moves past the feasibility stage. The preliminary feasibility report is expected to take three months to finish. Addressing an interaction programme at Boleng, Khandu stated that technical clarity is essential before taking any decision on later stages of the project. He emphasized that the report will check if the project is feasible in Seismic Zone V and what protection it offers against upstream water release.
Khandu stated that the project has wider strategic and national security implications for India.
He referred to large water infrastructure projects announced by China and said the proposal needs scientific examination. The Chief Minister assured that if the project moves forward, the government will engage with local communities and Gram Panchayats.
The Chief Minister clarified that land acquisition, asset assessment, and relief and rehabilitation are separate components.
Affected villages will be consulted regarding relocation and compensation will be given as per rules. Khandu stated that people will have the opportunity to reject the project through the prescribed process if public hearings establish it should not proceed. He also announced plans to tour Siang during his next visit to personally hear local concerns.
