Arunachal Chief Minister Assures Talks Over Upper Siang Dam
Arunachal Pradesh Chief Minister Pema Khandu has stated that the government will hold extensive consultations with affected communities if the Siang Upper Multi-Purpose Project moves past the feasibility stage.
Preliminary Feasibility Report Priority
Chief Minister Pema Khandu stated that completing the Preliminary Feasibility Report is the immediate priority to check technical clarity. He noted that the report will take three months to finish, covering November, December and January. The report will determine if the project is technically feasible in Seismic Zone V and what protection it offers against upstream water release. Khandu emphasized that if experts decide the project cannot be built, no further steps will be taken.
National Security and Strategic Importance
Khandu stated that the project should be viewed as a national initiative with key security and defense implications. He referred to water infrastructure projects and diversion plans announced by China. The Chief Minister noted that India and Bangladesh sought details from China regarding water-sharing concerns, but those requests were unaccepted. He stressed that the proposed dam must be examined scientifically rather than rejected without assessment.
Consultation and Compensation Assurance
The Chief Minister assured that public hearings and community consultations would allow people to reject the project if established. He stated that land acquisition, asset assessment, and relief and rehabilitation are separate components. Affected villages will be consulted regarding relocation choices, and landowners will receive compensation according to rules. Khandu also promised to personally visit Siang to meet villagers and hear their concerns directly.
