Arunachal Pradesh Chief Minister Pema Khandu has stated that his government will hold extensive consultations with affected communities if the Siang Upper Multi-Purpose Project moves past the feasibility stage. The Chief Minister said the preliminary feasibility report is the current priority to check technical viability. He made these remarks during an interaction programme with government officers and officials in Boleng.
The preliminary feasibility report is expected to take three months covering November, December and January. This report will determine if the proposed structure is technically feasible in Seismic Zone V and what protection it offers against upstream water release.
If experts decide the project cannot be built, there will be no further process. Khandu noted the project has wider strategic and security implications due to infrastructure projects announced by China.
Khandu assured that the government will engage with Gram Panchayats and local communities if the project is found feasible. Social Impact Assessment, Environment Impact Assessment and the Detailed Project Report will follow applicable laws.
Affected villages will be consulted regarding relocation and compensation will be provided according to rules. The Chief Minister added that people will have the opportunity to reject the project through the prescribed process if public hearings establish it should not proceed.
